ADVOCACY COMMITTEE

Responsible for providing leadership in shaping public policy and advocacy positions for the Corporation, including, without limitation:

Developing positions on City, State, and federal public policies for review and action by the Board and membership
Reviewing and analyzing State and City budgets and legislation that affect the human services sector
Shaping a sector-wide budgetary and legislative agenda and creating strategies for moving it forward
Maintaining relationships with all levels of government and facilitating matters of general concern between government and the Corporation
Keeping membership informed and provides opportunities for the Board and members to develop dialogues with government representatives

 

AUDIT COMMITTEE (EDs ONLY)

Responsible for financial audit obligations related to the Corporation, including without limitation, the following:

Defining scope of annual financial audit
Approving audit prior to presentation to the Board of Directors
Selecting an independent auditor

 

CONTRACT REFORM COMMITTEE

Responsible for analysis and advocacy on matters related to government contracts, including rates of payment, both direct and indirect, including,without limitation:

Promoting streamlining and reform in City and State procurement law and practice
Advocating for legislative reform before the City Council and for regulatory reform before the Procurement Policy Board
Working with the Mayor's Office of Contracts Services and the Comptroller's Office on process improvements
Developing and implementing COLA advocacy initiatives
Recommending to the Board ways to increase the effectiveness and visibility of COLA advocacy

 

DISASTER PREPAREDNESS AND RESPONSE COMMITTEE

Responsible for support and coordination of the disaster preparedness and response activities of the New York City human services sector to large-scale community disasters, including, without limitation:

Providing leadership to the working groups that address various aspects of human services disaster recovery, including multi-agency disaster service centers, technology development to support information sharing during disaster recovery operations (working with the Technology and Referral Committee), and development of plans that will facilitate the activation of a disaster social services recovery organization, when necessary
Coordinating when necessary, with jurisdictions outside of New York City and with various City, State, and federal agencies

EXECUTIVE COMMITTEE (HSC BOARD MEMBERS ONLY)

All of the authority of the Board of the Corporation, except as to the following matters:

Filling of vacancies on the Board or on any committee
Amendment or repeal of the By-Laws or the adoption of new by-laws
Amendment or repeal of any resolution of the Board, which by its terms shall not be so amendable or repealable
Dissolution of the Corporation

FINANCE AND PERSONNEL COMMITTEE (EDs ONLY)

Responsible for providing leadership and oversight on financial and personnel matters, including, without limitation:

Developing an annual budget and monitoring all financial activity
Recommending changes in dues to the Board of Directors
Developing personnel policies

 

GOVERNANCE COMMITTEE (HSC BOARD MEMBERS ONLY)

Responsible for governance matters relating to the Corporation, including, without limitation, the following:

Submitting to the Board of Directors a slate of nominees for officers, Board members
Recommending eligibility standards for nominees
Recommending standards for Board responsibilities
Reviewing the operations of the Board and individual Directorss participation
Recommending standards for membership responsibilities
Administering the conflict of interest and whistleblower policies

 

MEMBERSHIP AND DEVELOPMENT COMMITTEE

Responsible for the development and implementation of the fund development plan and for developing membership programs that include new member outreach, maintaining member relationships, and membership meetings, including, without limitation:

Recommending fund development opportunities to the Board
Coordinating annual Leadership Awards Reception and other special events
Facilitating relationships with corporate donors and foundations
Making ongoing outreach to membership to solicit their input and active role in defining the direction of the Corporation
Recruiting new members
Coordinating annual membership meeting
Recommending new member services to the Board

TECHNOLOGY and REFERRAL COMMITTEE

Responsible for developing and implementing a technology and referral agenda for the human services sector, including, without limitation:

Leading human service sector participation in the planning and implementation of technology projects, including ACCESS NYC and E-311
Creating strategies to ensure the needs and concerns of human service providers are incorporated into City and State technology initiatives
Coordinating response to new technology initiatives from the government, the human service community, and the private sector
