Government is making offers that these organizations must refuse

Turning Point Brooklyn, a 40-year-old nonprofit in Sunset Park, provides 
education, housing and services to needy Brooklynites, including those with substance-abuse issues. Such work is in high demand.

But director Tata Traore-Rogers gave up three housing contracts last year, two from the city and one from the state, and is trying to jettison five more. Government agencies paid so little that Turning Point could not continue the programs.
